An emergency water reserve can support a hotel during an interruption, but storage is not automatically safe, legal or sufficient. The decision depends on the supply authority, building design, uses that must continue, water quality controls, fire protection and the expected outage scenario. Owners should define the service objective first and involve qualified water engineers and the local authority before specifying a tank.

Define the interruption scenario

List likely causes and duration ranges using the water provider’s notices, site history and local risk information. Separate a short pressure reduction from a full supply interruption or contamination notice; each calls for a different response. Decide which guest and staff services must continue and what can be paused.

Build a service inventory: drinking, cooking, handwashing, showers, laundry, cleaning, fire protection and critical plant. Identify minimum demand by time and the consequence if a use stops. Do not assume every use needs potable water or that non-potable supply can be introduced without separation and approval.

Check whether storage is permitted and suitable

Ask the local water entity and competent designer whether a storage arrangement is appropriate for the property and what requirements apply. National and municipal rules, connection arrangements and health controls may matter. Avoid copying a tank volume or design detail from another hotel or a generic internet calculator.

A reservoir can create stagnation, contamination, temperature and maintenance risks. Design needs protected access, suitable materials, cleaning, turnover and monitoring by qualified people. Fire reserves must remain available for their intended purpose and should not be counted as guest supply unless the approved design explicitly allows it.

Size from an explicit service level

Estimate demand for the selected services and duration, then account for usable volume, dead storage, refill assumptions and safe operating margin. Validate demand with measured data and the engineer’s design method. Publish the assumptions so managers understand what “one day of reserve” actually means for the hotel.

Model a reduced-service scenario as well as normal demand. Restricting laundry or irrigation may extend capacity, but only if the decision is feasible and communicated. Do not treat an oversized tank as harmless; long residence time can make water quality harder to manage.

Plan monitoring and safe use

Define who checks level, quality, alarms, valves and backup power, and how often. Keep a log of inspection, cleaning, disinfection and any sampling required by the approved plan. Protect the reservoir from access by unauthorised people and keep the water system clearly identified.

Write a response procedure for a boil-water notice, suspected contamination or failed pump. Staff should know which taps remain in service, what must be isolated and who can authorize reopening. Never ask front-line teams to make technical water-safety decisions outside their training.

Coordinate water with fire and other systems

Map potable, non-potable, irrigation and fire networks, including backflow protections and isolation points. Changes need review by the relevant designers and authorities; cross-connections can put guests and staff at risk. Label control points and maintain current drawings.

Test pumps, controls and alarms on an agreed schedule and verify backup power where the design depends on it. A generator test or tank inspection must not interrupt required fire protection. Keep tests within the approved maintenance plan.

Test the plan, not only the tank

Run a tabletop exercise: who receives the alert, who contacts the supplier, what services stop, what guests are told and how water is rationed safely. Review accessible bottled-water arrangements or alternative accommodation only through an approved plan.

After an actual interruption or exercise, compare the demand assumptions with observed use and revise the response. Record unresolved engineering questions. A reserve is one resilience measure within a wider continuity plan, not a guarantee that all hotel services can operate.
